Computer keeps freezing! Please Help!

I tried to set windows to use all 12 threads and overclock my Xeon X5650 on an Intel DX58SO motherboard to 3.2GHz at 1.35v and it stopped responding and it crashed give me the system_thread_exception_not_handled error code. When I say it stops responding, I mean I can't click things using the mouse (even though I can move it) but I can "click" things and select things using the arrow keys, tab, and enter. I thought maybe 3.2GHz is too high, so I set it to 3.1GHz with default voltage, and I still had the problem. It was stable at 2.8GHz with the default voltage, so I reset it to that, that I still have the same problem. I thought it might be trying to get windows to use all 12 threads, so I reset it to 1, and I still have the problem. I tried to set it back to the default bios settings (Idk how well I did. Cpu core clock speed is back to normal and voltage is at default). What can I do to fix it?

During a stressful test it did once reach 90°C, but the computer shutdown within 3 seconds of reaching that temp, due to a program I had running in case that happened. Could it be that the CPU is fried?

Update: "Freezing" may be the wrong term. Maybe more like, the mouse clicks aren't registering?

When I opened Event Viewer, it said,"Event log service unavailable. Please verify it is running:" Intel XTU does the same thing; When I try to open it, it says that, "XTU won't launch, try to close any other tuning utility that may be running"

I may just try doing a Windows 10 reapir reinstall

When I tried to run "sfc /scannnow" in the admin cmd, it said, "Windows Resource Protection Service could not start repair service" (I have ran it before)

I was able to get Event Viewer to work (I set it to start manually in the "services.msc") and started the service. What am I looking for in Event Viewer?

Is my best option just doing a Windows Repair Install?
