I'm not too sure where to post this but last night it rained quite heavily and i suspect that some of the rain blew inside the house straight on my PC box :( it was shut down at the time but now it begins to starts up and makes the blue light and the fan starts spinning but then immediately shuts off again. I could kick myself for leaving the window open but it didn't look like rain when we went out last night and ended up only getting back this morning. I have no second box to test parts on.

Solution
Without testing parts there is no way you can figure out what is wrong. Could be a dead motherboard or power supply, or really anything if it got wet. Need to start testing parts one at a time with known good parts. Motherboard/PSU are the most likely. I am hoping you actually checked for wetness and let it dry before turning it on correct? Did you try reseating the RAM and Video card?
