I want to know if I can use a 4pin y-cable to connect TWO nf-a14's to a SINGLE fan header and be able to have them potentially run on max speed.

However, I am very confused about the specs and if this will actually work. The y-cable directions says:

"Caution: Common motherboard fan headers support up to 9.6 or 12W (check your board manual for detailed information). Please thus make sure that the combined power draw of the fans connected to one fan header using NA-YC1 adapters does not exceed this value!"

The specs on the NF-A14's are as follows (I don't know how to calculate if it will exceed the recommended power on the y-cable directions):

Max. Input Power = 1,56 W
Max. Input Current = 0,13 A
Voltage =12 V

For my understanding 12w/1.56w = 7.6 fans. But that doesn't seem right...hence my confusion.

Solution
You are good.
Fans run at 12v so the calculation is0.13a x 12v = 1.56w.
Two such fans are no problem at all.
When connected to a singly Y cable, you will not be able to control the speeds independently since one of the speed sensing wires must be disabled.
Noctua comes with some speed reduction cables you can use.
