New motherboard DOA?

Morherboard: MSI Pro Series Intel Z270 DDR4 USB 3 CrossFire ATX Motherboard (Z270-A PRO)
Processor: Intel 7th Gen Intel Core Desktop Processor i7-7700K (BX80677I77700K)
Ram: Ballistix Sport LT 16GB Kit (8GBx2) DDR4 2400 MT/s (PC4-19200) DIMM 288-Pin - BLS2K8G4D240FSB (Gray)

New rig powers on fine without RAM added. No beep codes. If RAM is added (known good) it begins power cycling on boot. Issue occurs with RAM in any channel, and with other RAM.

Help?

i was suppose to tell you to check one by one ie memory, psu then CPU guess you found the problem. i checked the compatibility of the CPU and mobotherboard it's listed as compatible in BIOS version "7A71v10.zip" (i dont know which bios ver is this)
check for the obvious does the cpu has any bent pins? try the cpu on another motherboard...if that still does not work try to RMA the CPU.
well if you wanna test suggest go and find a generic "kingston" RAM (which usually works unless the mobo is so picky) and try to boot from there or borrow from a friend a memory module that is compatible. also the reason is not receiving video is because ...how do i put it ...even though it's powered up is has not initialized yet cause the ram is missing.

I have now tested known good RAM (working in another machine) on this motherboard (with cpu and psu attached, onboard gpu only). The ram I used was F4-3200C16D-16GTZ. (G.SKILL 16GB (2 x 8GB) TridentZ Series DDR4 PC4-25600 3200MHz for Intel Z170 Platform Desktop Memory F4-3200C16D-16GTZ)

I tried the ram in slots
1 and 2
2 and 3
1 and 3
2 and 4
3 and 4

No beeping, no visuals from onboard GPU to dvi monitor. Restarts after roughly 3 seconds on being on.

Ideas?

I just removed the

Intel 7th Gen Intel Core Desktop Processor i7-7700K (BX80677I77700K)

And added

Intel Core i7 6700K 4.00 GHz Unlocked Quad Core Skylake Desktop Processor, Socket LGA 1151 [BX80662I76700K]

With one stick of

G.SKILL 16GB (2 x 8GB) TridentZ Series DDR4 PC4-25600 3200MHz for Intel Z170 Platform Desktop Memory F4-3200C16D-16GTZ

And it boots to a screen that says memory is changed. First time I have received video.

I don't understand. Is the CPU the problem?

Using the Intel Core i7 6700K 4.00 GHz Unlocked Quad Core Skylake Desktop Processor, Socket LGA 1151 [BX80662I76700K] I was able to update the bios of the motherboard to 1.1 from 1.0.

It boots fine with the Skylake.

However when I add the Intel 7th Gen Intel Core Desktop Processor i7-7700K (BX80677I77700K) after the bios update- it still does the boot loop.
