Game Stutter After Using MSI Afterburner

When I'm playing a game one in every 4 or 5 frames drags out and somewhat looks like stuttering or hitching.

Yes, I did reset the overclock, would not matter got new GPU (1050ti) and RAM, tried reinstalling drivers, yes I have the latest drivers, CPU temp is 73C max and GPU goes to about 43C, one case fan, some stock CPU cooler. First i bought a Lenevo H50 desktop, had a 750ti and an i7 4790, Lenevo Sharkbay MOBO (has no heat-sink), Western Digital 1TB, Some Samsung SSD. I've been dealing with this for almost a year tried almost everything ordered a new MOBO and I really hope that is the problem. Please try to help me solve my problem. Also my FPS drops when that one frame drags out and makes it really hard to play.

After reading this and your other thread, here's what I suggest:
* Determine whether it's GPU or CPU as cause of stutter. You can do this by monitoring your CPU and GPU usage % with a monitoring program. Which utilization rate spikes when the stuttering happens.
* If you determine CPU usage is low and GPU is high, then tune graphics settings to lower level, and adjust NVidia 3D settings for performance mode and disable any power saving related setting.
* If you determine CPU usage is high and GPU is low, then turn off all unnecessary applications and services, and then tune CPU-demanding game settings down a bit.
* Run LatencyMon to see if any drivers may be the source of the problem.
* Finally, if you don't want to spend too much time diagnosing, you can test with a fresh install of Windows on a spare drive.

Unless you have definitive indications that it's hardware related, I don't believe replacing the MOBO on a hunch will be the solution.

oh and also i forgot to say when I went to my friend's house for him to install my GPU there was no stutter and first he had a different monitor, keyboard and mouse, could that be the problem?
