I will keep things simple.

I have a 144hz 1ms response 1080p 24'' benq monitor, mouse and keyboard.

I will be installing windows 7 that I already have purchased and ready to install via USB.

I have two boxed Hard Drives.
I donated my previous computer to my parents and hooked it up to the internet VIA Ethernet.
The network card I will be utilizing is https://www.newegg.com/Product/Product.aspx?Item=N82E16833704133 as it worked incredibly great and did not use it for more than 6 months maximum.

Edit: if you have any suggestions I am eager to consider, my limit is 1,700USD and it seems that base on what I will be purchasing I have room for more. I was informed that Kaby is incompatible with windows 7 thus I will not be getting such CPU's

Eventually you will get into trouble installing win7, if you won´t plug in the stick, mouse and keyboard in an USB2.0 port. Your chosen board just has two USB2.0 ports, which leaves one port missing. Use Win7 USB Patcher to integrate usb3 drivers.

Why not chosing a 7th gen CPU with a 200 Intel chipset?
