So few weeks ago I bought and build a new pc.
GPU: Zotac 1070 mini
MOBO: msi b250m mortar arctic
CPU: intel i5-7500

So basically sometimes i get few red pixel on my screen they only appear on static surfaces
Specially on blue surfaces with some texture.
My gpu is not overclocked and running cool.
I think its not screen problem since when i move image red dots move also
example below:

Is my gpu faulty and should I return it?

Solution
i could see it as your monitor having some dead pixels, but if you're more positive than not that it's the gpu it could be that for the same reason. You could also try downloading the latest drivers if you havent, if that doesnt fix it then like i said before check the monitor pixels and if the monitor is running good return the graphics card
