Solution
I can reccommend a cooler powerful enough to OC and quiet enough, but it will cost 4x the price of the 212.
If budget is a concern I would just reccommend you get a i5-7600 (no k) and a B250 motherboard. Pair that with the Be Quiet! Dark rock pro 3 and you have yourself a solid system.
No new GPU?
Also I wouldn't reccommend 27 inches at only 1080p.
Also why not just get another RAM stick?
Also since you picked a K series chip and a Z series board, I'll assume you want to overclock. It will be hard to do so with that cooler.
As for fans, most Noctua's will do the trick when it comes to sound.
