iPad to Ethernet Communication Modules

I have a networking project I am working on, but I've run into a dead end. My desire is to use my iPad to communicate with Ethernet modules. To quantify, these Ethernet communication modules are used with solid state overload relays on motor starters. They have an embedded webpage to monitor and program. The IP address range of the modules is 192.168.1.1 to 192.168.1.254, settable via dip switches.

I have gotten the necessary parts for my iPad (Apple Lightning to USB Camera Adapter, Apple USB Ethernet adapter, and a powered Ethernet hub, as the iPad lacks the power for the Ethernet connection) . I have tested those components by hooking my iPad up to an active network, and succeeded in surfing the internet.

As I test further on the actual communication modules, and I try to ping them using Safari, I cannot connect to the embedded webpage. If I try in Airplane Mode, with all other networking turned off (the same method I used to communicate via Ethernet), I get a message back "Safari cannot open the page 192.168.1.*** (where *** is the setting of the modules ranging from 1 to 254) because your iPad is not connected to the internet"

If I were to try and ping these modules via laptop, it requires me to change the IP address on my laptop to the 192.168.1.*** range. Do I have to perform a similar settings change to my iPad? If so, how?

After further review....this appears to be an issue with the iPad mini OS. The reasoning behind that belief is, I used my iPhone 7, and when I plug the lightning adapter into the phone with the comm module network active, in settings there appears a selection for "Ethernet." This allowed me to change the static IP address of the iPhone to the 192.168.1.*** range, and I was able to ping the communication module. Not sure why the "Ethernet" selection doesn't come up with the iPad mini. Maybe because it is several years old.
