Forever in loading screen Skyrim after gpu upgrade

Hello,
Recently my old gpu (Msi R7 370 2g) broke down and send it to repair as I had warranty. It took like forever and since i'm an addict the wise thing for me to do was just buy a new one. I'm planning to upgrade my pc anyway when Ryzen 5/3 comes out so might aswell do the gpu now.

Okay, so I know it's probably very unlikely that a newer, better graphics card is causing a game to fail in loading. However, I never had problems with Skyrim before and since I got this Sapphire Nitro+ Rx470 oc I wasn't even able to get into the game. Just a loading screen that shows a random skyrim quote and a rotating weapon, which went on for 30+ minutes every time I tried. Also I wasnt able to properly alt-tab so had to shut down every time, very frustrating. Before I got this card I had to wait like 10 seconds when loading.
Every other game I play is working fine (Cs;go, Wow, crysis, gta5) .

I figured that maybe it's some kind of bottleneck because I have relatively old hardware and this gpu is pretty new. Here are my specs, I hope someone can give me some advice on what to try.

Cpu: phenom II x4 955 4,0ghz
mobo: asrock 970 pro3 r2.0
hdd: wd blue 1tb
gpu: sapphire nitro+ rx470 8g oc (before Msi R7 370 2g)
psu: corsair tx750

I already tried to verify game cache, update windows, update drivers and directx and reinstall the game. Also, upgrading to an ssd might solve this problem but it worked before so why wouldn't it now..

It's an old psu ofc but I don't think it's relevant to the problem, unless someone can explain me why it should be.
I already reinstalled the drivers though, but not through DDU. I will try that tomorrow, thanks :)

In some games I seem to be having slightly lower fps with this gfx card, even though it's way stronger than my previous. About a loss of 5-10fps in some games, which won't make it unplayable. Is this because of my cpu bottlenecking?
