this is my first time building my own pc. and i just ordered this ryzen 5 1500x and msi B350 mortar Mobo. what i lack is the GPU and i fear having bottlenecks so question is what would be the best GPU to maximize my cpu's potential?

Solution
OK, still no resolution so I'll wing it....

1080p => GTX 1060 ($200 for 3GB / $230 for 6 GB)

https://www.newegg.com/Product/Product.aspx?Item=N82E16814137053
1440p => GTX 1070

If the budget's $150, than that's tough and a AMD card, best you can afford, will be your best option.
RX 470 ($165)

Again, after the 18th or so, prices will sart to drop as new cards arrive

Assuming this theoretical comparison is a good indiciation of its performance against an i5-7600k:
http://cpu.userbenchmark.com/Compare/Intel-Core-i5-7600K-vs-AMD-Ryzen-5-1500X/3885vs3921

I would recommend a GTX 1070 or maybe 1080 Ti (skip the GTX 1080) based on your budget. The GTX 1060 is often placed alongside FX-8350s, i3s, and the older/slower i5/i7s, mostly for 1080p gaming. I would suggest at least the GTX 1070, while perhaps reserving the 1080 TI for a heftier i7 / Ryzen 7 (your R5 1500x would likely bottleneck the 1080 Ti a bit, without overclocking)

If a 4gb card will do, the R9 Fury Nitro can be had for a song and performs better than a GTX1060/RX480 and is very close to a GTX1070 in DX12. Yet is clearing out for the $240 range on Newegg. If still available it's a good pick and can be undervolted at stock speeds by around 48mv for better efficiency. In fact, it pulld 30w less than my old OCd GTX970 while gaming @ 1080p.

Just bear in mind, it's a LONG GPU. Measure case for clearance before you buy.

No one can really say because the CPU is not released yet thus not any testing by trusted hardware sources.

Considering that an 8350 can handle a 1060 fine but stumbles with a 1070, considering that Ryzen is supposed to compete with i5, considering the lackluster benchmarks of ryzen 7 vs skylake i7, I would assume (so educated guess) that a GTX 1070 would be the most likley best card to buy.

Four important pieces of information are needed to answer this question...

a) Intended use
b) Playing resolution
c) PSU Model / Size
d) Budget

As far as bottlenecking, it's mostly an irrelevant term unless your build is very unbalanced.

mostly for gaming and some auto cad and sketchup programs for my course. and i havent chosen a psu and case yet for the GPU. will a >150$ bottle neck the cpu like a 1050 ti 4gb stormX?

MERGED QUESTION
Question from Josefroi18 : "Best GPU for less or equal to 150$"

If you want the answer to be region specific, than it would be beneficial to state where that is

I'm going to assume that since you are using the X1500 that means you are either trying to run a low wattage machine (X1500 runs at 65W), are trying to not break the bank or are going for a cool / quiet rig. In which case I would suggest installing a Nvidia 1050ti SC. Paired with that CPU your power requirements would be super low but still have a 1080p gaming rig. I have used the 1050ti and it blew away my old EVGA 960 by at least a factor of 2. The 1050ti is less than $140, runs quiet and cool, mine never got above 60C while overclocking. You could run the whole system on less than 400W but I would still go with a 500W power supply which you should be able to buy new for about $40
