Weird bottlenecking issue with the new drivers on blizzard games

I had to use DDU to remove and install an older driver to fix it, but the bottle neck was real.
I went from 120~180 FPS to getting 100 FPS and watching my FPS slowly drop as I played games, sometimes going as low as 30 FPS!! And this was recent. Before I could stream and stay above 100 FPS without an issue.

My build: 660 TI w/ 750 TI SC (for physx, it runs better it the two cards, don't know why).
8320 FX OC'd to 4.2 GHZ from 3.5.
970 AURA
20 GB 1333 Ram Hyperfury
2 SSD drives
Liquid Cooler
750 Fully Modular PSU

I tested various cards (760, 750 ti not SC, 650, R9 280, R7 card, 1050 TI) and the best so far was putting my 660 TI on the first slot and my 750 TI on the next PCI slot, installing DDU and running the 375.70 GPU update. If I update my cards, I bottle neck like crazy, my frame rates drop insanely the longer I play and my CPU usage skyrockets.

Anyone have any idea as to why this is happening? It only started happening recently. Other than blizzard games I can play everything on ultra. But if my card randomly updates I have to redo the driver update and my FPS literally climbs to 150-200 FPS just from downgrading the drivers. It's getting annoying. I've used this build for a few years without an issue.

I don't, I have it turned off.
I'm not sure how Nvidia keeps randomly updating. Windows only updates when I ask for it to do so. But I am using a downloaded version of Windows so maybe it's bugging out.
