When attaching the ESD wrist strap to a PSU that's in the off position and connected to a grounded outlet, is it okay to plug the PSU cables to the motherboard and components of the computer that I'm building? Will it still protect the components of the PC or should the power cables be connected last as a precautionary method? I'm assuming that any ESD that I build up will go straight to ground via the PSU without first making a pit stop at all the other interconnected components. Am I right to assume that?

Solution
That's the way I do it. Even when I'm not wearing a wrist strap. Which is almost always.
But to answer your question as asked, yes you are right to assume that... as long as the grounded outlet is wired correctly and the electrical installation was done correctly.
