High End Pc- Low FPS

So, I have read a lot of threads about this problem, and cant find any solution for mine.
My Specs:
CPU : I7 7700
GPU : MSI 1070 Gaming X
Main: Giga H270 gaming 3
Ram: 2x8GB Cosair LPX 2400hz
PSU: zalman ZM600 LX
Window 10 pro 64bit
Samsung EVO 850 256gb
dell U23h12HM.

I watched video on youtube playing Battlefield 1 with exactly my specs(except CPU, they got one lower than mine (i7-6700k) and they had 100fps up.
but mine is only 60fps and sometimes drop to 40 fps.
(in game GPU usage: 70% 61*C, CPU 80% 60->71*C)
It really piss me off.
I still not try change the PSU.
(I did reinstall window, Driver)

in addition: i feel my window is lagging and sometimes sluttering when browsing folder.(checked, my ssd is still good)
does the PSU cause this problem or something else ?

Why would you build such a nice expensive computer and throw a junk PSU at it? There is no real way to tell if the PSU is the issue or not but ive seen people swap from bad units and see 60% performance gains on a high end system. I'm not saying you'll see anything that major but you could see some improvement. By the way a 6700k on YouTube was almost certainly overclocked faster than your 7700

Ya, You are right, because that PSU is from my old PC part and I run out of money building another one so may be I ll wait next month to be able to upgrade my PSU. I ll test new PSU to make sure that's problem.
Apart from that, any advice ?.

The resolution is 1080p.
I set everything at ultra as well as youtuber.

Yes, All drivers are up to date, I still not try DX12 but using DX 11.
So today I turn off anti aliasing and FPS is improved.

But I still dont know why my PC is lagging when using window, like browsing folder slowly, everything seems not right. Open or close task manager cost about 1-> 2s. As I mentioned, My SSD is okay..
