My logitech g403 led doesn't turn off. I didn't have this problem until recent when I discovered that my led for scrolling wheel wasn't turning off even after computer shut down and power plugged out completely. Even without direct usb connection with desktop the led on scrolling wheel is left on and does not turn off.

So when you unplug the G403 gaming mouse from everything, the LED stays on indefinitely?
Have you tried turning the mouse off? It could simply be the power indicator for the mouse.
Are you using a hub, and does that hub have an external power supply? If so, have you tried unplugging that?

Control Panel --> Power Options --> Choose what power buttons do --> Change settings that are currently unavaible (if you can't uncheck boxes) --> uncheck Turn on fast startup. That should solve your problem.
