confusion about M.2 and PCIe 3.0

So i want to buy this SSD: 256GB Samsung SM961 M.2 2280 PCIe 3.0 x4 32Gb/s 3D-NAND MLC Toggle
I want to use it on an AM4 motherboard. From what i know it only runs at full speed at a PCIe x4 3.0?
The Mainboard has M.2 2280 slot and a PCIe x4 slot but it does not say that it is 3.0 so i suppose its only 2.0 on the other hand on their website they say: "1 x M.2 Key M 32Gb/s Connector, support M.2 type 2242/ 2260/ 2280 SATA 6Gb/s & PCI-E Storage"
* M.2 (32Gb/s) : The bandwidth is depended on CPU, Ryzen is 32Gb/s ; APU & NPU is 16Gb/s.
which totally confuses me because 32 GB/s should be easily enough and the M.2 connection sufficient for the full powered SSD?

which motherboard exactly?
AM4 should have 1 m.2 that support pcie x4 3.0

the pcie lane for the m.2 is on the cpu/apu itself

32gb/s that pcie x4 3.0, 16gb/s is pcie x4 2.0
