After removing video card for cleaning and putting it back, PC doesn't boot.

So, my pc was working fine yesterday. Today I removed my video card for cleaning. After putting it back on, I unfortunately forgot to connect the 6pin adapter to the video card. So basically I tried to boot it up without power on the gpu. 1 long beep, 2 short beeps. I recognized the gpu problem, so I connected the 6pin cable.

However, now everything started accordingly, except that there's no image on the monitor. All fans work, including gpu fan. There are no beeps. The only thing indicating an error is this weird sound both the gpu and CPU fans make, where it seems like they are trying to get to a certain speed but something is not letting them, so they keep coming back to a slower speed

It's as if they were getting to 20%, then 50%, then 20% speed every second, repeatedly.

Does anyone have any idea how I can fix this?

I have tried disconnecting the gpu completely, then connecting it again after blowing some air on the ports. Also it's important to note that I had already cleaned the gpu by removing it once. Everything worked fine then.

If your mobo has on board video, you can try taking out the GPU and testing it that way. Easy way to rule out the GPU.
