should i go for ryzen 1400 or i5 7400?

hey guys , im in a tight budget because im a student so i have this problem either to choose the ryzen 1400 or i5 7400 , because the price of ryzen 1400 and the i5 are almost the same in my country.And i've seen a lot of videos showing that the ryzen cpu need to overclock and have higher ram speeds to compete with intel i5 if im not mistaken. To overclock the ryzen cpu i need to have an overclockable motherboard and higher ram speeds , while with the intel i can just buy a lower end motherboard and without worrying about the ram speeds. I already bought the psu,casing and other stuff so im just going to buy the 3 things.my budget are $354 USD converted from my currency.

here are the parts that im going to buy
the prices are converted from my currency to USD
AMD Build:
ryzen 1400 ($184 USD)
1x8gb ddr4 2400 ($ 63 USD )
ab350m gaming 3 ($ 103 USD )
total = 350 USD

Intel Build:
i5 7400 ( $187 USD )
1x8gb ddr4 2133 ($ 58 USD )
MSI H110M PRO-VD PLUS ( $ 61 USD )
total = 306 USD

any help would be greatly appreciated.

Unless you're doing video work, like rendering and editing, get the Intel build.
However, you'll need to get a B250 board since H110 boards manufactured before the Kaby Lake release won't have the latest BIOS, and won't boot with your CPU as a result. I also recommend getting an i5 7500 if possible, since the performance gains for the money are substantial.

I do something cpu heavy besides gaming , since b250 motherboards prices are the same as b350 motherboards, i think i will go with ryzen build since the total price with that b250 motherboard will be the same as ryzen. and about the i5 7500 the price difference is way too high in my country. and for the RAM after building the pc , im going to get another stick of 8gb ram as soon as possible . thanks though for the information about the kaby lake processors

Better wait for cheapest r3, it has same 4 cores, and overclock it up to 3.8 or above. And you can get a cheaper mother board for Ryzen. And forget about 1 memory module for any build. Cheap good compliant modules for b350 are PV416G320C6K. Frequency of memory for Ryzen has the meaning.

Besides, with intel there will be a little room for cpu upgrade for future more multithreading games. With ryzen r3 you'll can upgrade at least on current r7. i5 is choking in current games already.

There's no reason to buy 4 cored r5, I said. B350 mobo and overclocked r3 can deliver quite same fps, and it's a $50 or more cheaper.
Passes 3 years, you buy new graphics card, you want to upgrade your cpu. You don't want to change your mobo or memory. Ok. On i5 6xxx or i5 7xxx you'll be able to upgrade only on i7 6xxx or i7 7xxx. On nowadays r3 you'll be able to upgrade at least on current r7. But maybe further more, cause it's not intel. What difference between i5 and i7? And what difference between r3 and r7?
Besides, future game will have more parallel engines, and case that current i7 (not HEDT) will be bottleneck in games published after next 2-3 years is very realistic. But r7 and HEDT i7 will still enough at that time.

You do realize that the Ryzen cpus still have compatibility issues with games and programs because they were just launched and in time they should match an intel processor.

The Ryzen 1800x comes close to stomping on the intel i7-6950x for 1/4th the price.
 
That was responding to the comment stating that i5s were choking in current games.
The Ryzen 5 CPUs are a better choice in the long run since now AMD are actually making hotfixes and patches which improve gaming performance, this was not the case at the time of posting.
The Ryzen 7 CPUs are fantastic for rendering and compute application but not for gaming as i've stated many times.

These are the prices in my country, listed in USD:
Ryzen 5 1400: $120 (deal)
Intel i5 7400: $160

Since the 1400 it's cheaper here, can it be a better choice than an Intel, perfomance per buck?
