If I were to put a i7-7700k on a B250 board, will the CPU turbo boost (4.5ghz) still be utilized? or will it cap it at its base clock.

the turbo mode will still work but you wouldn't be able to overclock it past stock/turbo speeds which is the main reason for the K version
