why is my multiplier range so high?

I have an i5 6600k at 4.2ghz but the multiplier ranges from 800mhz to 4.2 ghz. why is this? I tried changing my bios settings multiple times but nothing seems to work. Is this supposed to be like this? I dont want my pc to just run at 800 mhz when i turn it on lol. but who knows this might be more efficient I just need you guy's input.

Temp looks good. Try bring it up to 4.4Ghz and see what temps are like. 212 EVO performs reasonably well. I think it should be alright.
Normal behavior, to use the tired, beaten to near death car analogy....Do you start your engine and expect the engine to idle at 6500 rpm? No, the engine and the CPU are meant to respond to the load to be most efficient. You can have your CPU run at max base frequency all the time if you wish by changing your Windows Power Plan.

If you don't need to conserve power while PC is on, you can set PC to High Performance power plan, and set Processor Power Management's Minimum Processor State to 100%. This will disable SpeedStep (frequency/voltage power savings) and always run at 4.2Ghz. Your PC will feel a bit more responsive. Use that along with conservative Sleep/Hibernate settings to get good performance while PC is on and still save power when you're away.

BTW I have an EVO Hyper 212 cooler. what overclock do you recommend I dont know if i should increase the clock speed of my CPU so that it heats up way too much. the highest ive seen at 4.2 ghz is 52 degrees celsius.
