WINDOWS 10 BLUE SCREEN OF DEATH! HELP! And other fixes

I have been using my PC for about two years now. I have reset it many times, not really knowing about computers. I thought it would solve my problems. Boy was I wrong. This is the first time the "blue screen of death" appeared. Its the one with the sad face. It has been stuck on 0% complete and I'm afraid to do anything. The stop code is, "IRQL_NOT_LESS_OR_EQUAL. I have researched online but noting seems to help. Here are my PC specs.

HP ENVY 750-137c
Windows 10
Intel Core i-7 6700 3.40GHz Quad-Core 6th gen
EVGA GTX 1050 Ti SSC
12 GB Ram (11.9 usable) One 8gb and one 4gb
2TB Hard Drive

Whenever I download something, my PC makes this noise, kind of like a crunch. I think the hard drive has a part in it, why my PC is malfunctioning. Another reason is the power supply. Its only 300w and judging by the GPU I have and the other components, I think it might be failing. I also have dust buildup (I haven't cleaned the darn thing at all) which might affect it. I also forgot to mention I didn't build it. I bought it in store with a bundled monitor and mouse/keyboard. The only things I have upgraded are the GPU and I just ordered 16gb of ram.
Additional info: It has an optical drive. It also has wireless and Ethernet. And Bluetooth. Everything is stock and came with the pc. Except the GPU. And maybe the ram (That I ordered) Also, It has an M.2 that's occupied.

I'm sorry that this is a lot of information. I just need help with my PC. I use it to play games (Mostly Overwatch) I just want my PC to be usable as I cannot afford to buy a new one. Please answer as soon as possible. I will give you all my respect if you help me solve my problem.
