no BIOS on new build and YES I have worked the list...ideas?

I have worked the list here without success. This is a new build. I have built 3 rigs prior to this, so I am an experienced builder.

I get one short beep from mobo, no external speaker connected. Please confirm if mobo speaker is sufficient.

I get "no signal" on my monitor, using the microDP video connection from mobo. This connection is a microDP to DP cable connecting monitor to mobo. I will have two monitors with final setup and have tried both, same results. No HDMI connection on monitor, (do have HDMI on mobo) can try different monitor (large screen TV with HDMI cable) if anyone thinks that would make a difference. Have not installed video card yet, trying to get on-board video to work. Have tried video card, same results, still no BIOS.

I have noticed this behavior when trying variables: when I install either RAM chip solo into DDR slot 4 (closest to CPU) I get a constant reboot. Don't know if that means anything. I do not get constant reboot with solo RAM chip in other 3 slots.

CPU
Intel 7th Gen Intel Core Desktop Processor i7-7700K (BX80677I77700K)

CPU cooler
Cooler Master Hyper 212 EVO - CPU Cooler with 120mm PWM Fan
(have tried plugging this into CPU fan or CPU pump connection, makes no difference)

RAM
CRUCIAL TECHNOLOGY 16GBx2 32GB Kit, DDR4 2133 MT/s DIMM 288 (CT2K16G4DFD8213)

MONITOR
2 of ViewSonic VA2252SM 22" 1080p LED Monitor DisplayPort, DVI, VGA

Video card in or out makes no difference, should get BIOS using native video output on mobo.

SSD or HDD makes no difference, should get BIOS even with no drives connected.

A little frustrated no BIOS at all, as all previous builds went smooth. Thoughts are either both RAM chips are bad (unlikely) or there is a hardware conflict with mobo/CPU/RAM but I have been unable to find such evidence online. Open to other ideas and testing, of course.
