Can't you just use the the inside part of the anti static bag in your PC components?

The point of the metal is it will not easily build up a static charge, to put parts on it paint doesn't really matter. It's not actually grounded unless you connect a ground to it, but that's not important. Some things build up static easily just from friction and others don't. Metal doesn't.

But to ground yourself you need some part of your body to touch something that has a ground connection, so that any static building up on your body is safely discharged to ground and doesn't zap anything. We build up a surprising amount of voltage just walking around. Paint would not be great for that.
You could stand barefoot on the grass and build your PC... maybe not the most practical advice though.

If you mean as a surface to work on or store them, then sure it's fine. Impressed you are aware the outside is a bad Idea though :)
Metal is good too, like the side of your PC case as a place to temporarily place the RAM or CPU for example.

But Ground yourself regularly and avoid synthetic materials like plastic and nylon etc coming into contact with the components and odds are you won't have any issues.

The one thing I don't get about the grounding thing using the PSU is should plug it in a working outlet then a turned off psu or a turned off outlet then a turned off psu?

OHHHHH OK If I hadn't asked that I probably would have zapped my components to hell! Btw would a painted metal part of my S340 Elite suffice as a grounding method? Because everything in the case is painted lol
