Is my gpu being bottlenecked?

I have a 1070 from EVGA and my fps on GTA V with everything maxed averages 60 fps I thought vsync was on but i double checked and it wasn%27t. Is that fps low%strippedEmail 32gb ddr3 %401866mhz gtx 1070 black edition and 2tb hdd I checked to see if my cpu was bottlenecking at full max settings with out advanced graphics I was seeing gpu usage fluctuations going up and down from 99-72%25 my cpu usage never passed the gpu usage but its highest usage I recorded was 66%25 which I know is high. I do not want it to be a bottle necking issue because my only upgrade path would be ryzen and that%27s another %241000 investment for an upgrade I just purchased a EVGA 1080ti ftw3 and I really hope that it doesn%27t get even more bittlenecked my monitor specs are 1080p 144hz with a 1ms delay I don%27t know if that has a huge impact on everything but I see people getting average fps around 100 could some one help me find a solution or peace of mind. Is this the fps I should be seeing or do I really have a problem here%3F Thank you in advance I have a uncomfortable feeling I%27m gonna need to upgrade %3A%28

From what I can tell though... what CPU do you have? You mention your graphics cards and settings but I don't see a mention of CPU which is a determining factor in framerates and GTA V is known to be fairly CPU bound. For such a high refresh monitor you'd need a suitable CPU which can generate all the frames to take advantage of it.

as mentioned your post is a little hard to follow. what cpu do you have? and how is ryzen the only upgrade path? whatever you have an upgrade to ryzen would require a new mobo. anyway, if your cpu isnt at least as powerful as a modern i7(4790k or newer) and you are gaming at 1080p, then yes your gpu is being bottlenecked by the cpu.
