Asus z270i gaming - No video after POST

My new build has the following hardware:
Intel Core i7 7700k
Asus ROG Strix z270i GAMING motherboard
16 GB DDR4 Corsair Dominator Platinum
GTX 1080 Founders Edition
Corsair SF600 psu

I can get the system to POST, can access BIOS, and have even updated the BIOS successfully. The problem I have is that when I boot to installation media (Windows 10 USB, Linux Mint USB, Windows 8 DVD) all I get is a black screen. I can tell they are working because my HDD access light flickers away for a few moments before everything settles, just no video. My monitor doesn't say 'No Signal' it's literally a black screen signal at the correct resolution. I've tried both with and without the GPU connected and with display device set to Auto, igfx, and PCIE in BIOS. I also tried changing ports after the system has "booted" to the black screen - all the other ports make my monitor report 'no signal'.

What is even more strange is if I connect my old SSD with my previous Windows 10 installation on it (from my i5 3570k z77 build). It will actually boot and display the login screen, though I won't be able to see the Windows logo boot screen. If I try to restart into the windows 10 advanced startup menu I am again greeted by nothing but a black screen. It almost seems like there are issues with a certain display mode. Similarly, booting a Parted Magic USB with the 'black screen fix' option also works.

The motherboard has also occasionally given me a CPU error code, but everything works normally after a reboot in my old Windows installation. Could a bad CPU cause this problem?

What could be wrong here?

In case anyone has the same problem. I figured out what was wrong!

There is a setting in the BIOS called 'Decode Over 4G'. When this setting is turned on, the problem occurs. When it's turned off everything works normally! No black screen.
