First of all, I'm terribly sorry if I'm posting this in wrong section.
I'm new to these forums but I decided I should ask for help.

Issue with my PC is following.
While gaming (And sometimes other stuff as well.) my PC tends to slow down to a crawl followed with disoriented sounds, that follow that application. Sometimes it lasts 10-15 seconds and sometimes it freezes up my PC completely. It mostly happened in WoW and Overwatch.
I really can't explain best what is the problem. That is why I uploaded this video. (Really sorry about sound being bit low, first time doing something like that):

Now I tried to reinstall Windows. Didn't help.
Checked both SSD and HDD, RAM memory. Did virus check. No issues showed.
Could it be GPU or power supply? I'm at my wits end here.

My PC:
CPU: i7-4790K
MB: MSI Z97-G45 Gaming
RAM: 16 GB Kingston HyperX Fury
VGA: GeForce GTX970 MSI GAMING 4GB DDR5
PSU: Thermaltake Smart SE 730W
SSD: Samsung 850 EVO
HDD: WD Black
UPS: Mustek PowerMust 2212

Thank you all in advance.

After it happens but doesn't freeze the PC, check Windows' error logs.

This PC -> right-click -> Manage -> Event Viewer -> Windows Logs

The system log is the most likely to be useful, but you may be having an application problem as well. Look for any warnings or errors which match the time of the incident.

Usually a freeze like that is indicative of a driver or hardware problem. The buzzing sounds are because the sound card has stopped getting new audio to play from the computer, so it just keeps repeating the audio it has in its buffer. The computer resumes when a watchdog timer notices the computer has been in this error state for 10-15 seconds, and tries to automatically fix it by killing the process or driver which is the...

Your build looks fine and you have more than enough PSU.

Are you overclocking? What's your CPU fan? Temps?

Have you tried doing an sfc /scannow in the command prompt?

Have you also tried scanning for viruses?

Any Blue Screen of Death? If so, download and run WhoCrashed, and post your log here.

The logs will show this happening, and should help you narrow down what's causing the problem.

Since you already tried reinstalling Windows, my guess would be there's a driver you need to install which you're forgetting (motherboard chipset drivers are a common one), or you've got failing hardware.

Update.
I think I solved the problem.
It was the graphic card overheating, not the drastic but still enough to cause problems. I'm usually very considerate about that. Cleaning case, and taking general good care of my PC. Due to my job and lack of free time I didn't really pay attention much until all this happened.

I thank you all for your help and advice.
