New PC build. Won't turn on

The motherboard is an ASRock Taichi X370, case is Phanteks Enthoo Evolv tempered glass edition. I haven't built a PC in over ten years so I'm probably missing something. Motherboard does light up a bit with a blue light but power button won't do anything. The 24 pin and 8 pin power connectors are in place...the power sw is correctly inserted into the board panel. Not sure what the issue could be.

even if cpu is dead because it was burnt when the aio didn't turn in when it should all the case fans should have been spinning.
I want to say 1. mobo. 2. psu in that order.

edit : in the off chance that what you think of as pwr switch pins is actually not, detach all front panel connector and put screw driver tips on to each of them until something happens.

Tried that. Nothing. I thought it might have something to do with the cpu fan header on the motherboard. I'm using an AIO water pump (Corsair 110i). Tried first connecting it to the wpump header, then to the cpu fan header. Nothing.
