Hi there. Not very computer-savvy here but my desktop computer recently sounded a slight bit louder than usual so I opened it up and cleaned out the dust with a can of compressed air. After I closed the case up, and started playing "League of Legends" it sounded even louder than before. Why is this?

I checked my temps and fan speed of my GPU with Open Hardware Monitor. My CPU seems to be at 30-40°C and my GPU at 50°C. My GPU fan speed runs at about 2000RPM when idle, and near 3000 RPM when playing League. Is this normal? I can't seem to find how to measure the other fan speeds.

Specs:
Intel Core i5-6400 CPU @ 2.70GHz
8.00 GB RAM
AMD Radeon R9 370 GPU
1 TB HDD

You should probably just download SpeedFan and let it do the work of managing your fans.
http://www.almico.com/speedfan.php

Or, you could mess with your BIOS, or buy an external fan controller.
read this article: http://lifehacker.com/5866009/control-your-computers-fan-speeds-for-better-performance-when-you-need-it-silence-when-you-dont/all

But, downloading SpeedFan is probably way easier and efficient.

If all of the above don't work, then clean your fans, and check your task manager processes.

Okay thanks. I'll give SpeedFan a go. How do I know that nothing's wrong with my hardware though? (Overheating or anything). I'm afraid if I lower my fan speeds my hardware could overheat

Set SpeedFan to auto and see what it does first.
You can use monitoring software like NZXT CAM to check how your hardware is running:

Setting SpeedFan to auto doesn't seem to change much. Would the noise be coming from my graphics card? I'm thinking about upgrading my graphics card anyway... and if it were to help reduce the noise that could be hitting 2 birds with 1 stone.

edit: I tried to pinpoint where most of the noise was coming from, but it's hard to tell. I don't know very much about computers but increase in noise while playing games would be coming from my graphics card, right?

I was so confused, but then I reread your posts and it hit me...

You have an AMD card. I don't know how I missed that. But, I don't want to hate on AMD, but thy have some pretty hot cards, and not hot in a good way.

edit: basically, yeah, your graphics card is likely the problem...
other than swapping it out, maybe add more case fans instead of just one. This would increase circulation and cool the card. But, since you're swapping your card out already, then good luck choosing a nice graphics card!
