What aspect of the processor depends on the running of a game?

So I just checked the requirements for this game- Resident Evil 7, and I saw that I need a processor of minimum 2.7 GHz to run it. I am confused. Is it the processor speed or the model (as it was mentioned- AMD FX-6300+) that depends on the running of the game?

Speed means next to nothing unless you are comparing two identical processors.
The most important aspect is IPC (or instructions per clock) but this is not a specification you just find. Intel CPUs generally carry a higher IPC, meaning they can beat other processors while running a lower clock speed.
 
I see what you're talking about on Steam requirements for the game. I personally think it's a typo as it doesn't really describe either the i5-4460 or the FX-6300.

The model of the processor definitely affects how (and whether or not) the game will run. For instance, a single core CPU at 2.7GHz will not run the game at all.

What processor do you have? The game will still run decent on processors less than the minimum requirement. I'd say it depends on the model more than the speed.

I have an AMD A6-6400K. Its base speed is 3.9 GHz. That means I could run this game, but the model things concerns me the most.

An A6 is a very weak, dual core processor.
I doubt you would have a great experience running that game (if it runs at all). However, if you buy it on steam you can play it for a few minute to test it out and request a refund if it dosent work out (They do have strict limits on playtime and duration for refunds)

Maybe I'm too far-sighted and demanding, but it would be helpful if you suggest me one processor under $100, so that I can run this game.

What GPU do you have and does your motherboard support FM2+ processors?

*I find it difficult to justify buying a new FM2+ CPU for close to $100 when a used i5-2400/2500 + LGA 1155 motherboard can be had for $100. The i5 is much faster. Only thing would be if you are picky about motherboards as they are difficult to find.
**I can see a few reasons not to change motherboards though. So if you wouldn't want to do all that, the Athlon II X4 or the A10 are you best options.

You are looking at the minimum requirements just to be able to run the game in the low settings is that what you really want to do? Here are what you really want to use:

CPU: Intel Core i7 3770 3.4GHz or AMD or better
CPU Speed: Info
RAM: 8 GB
OS: WINDOWS 7,8,8.1,10 64-BIT
Video Card: NVIDIA GeForce GTX 960 or AMD Radeon R9 280X or better

I wouldn't use a APU for a gaming rig, I don't think any APU is equal to an i7. Perhaps you should look at the new Ryzen 5s if you haven't already bought the APU and the parts for it.
