Do I need a new PSU?

So my pc recommended PSU is 690w and I have 700w but my GPU crashes randomly, sometimes not even in a game just when Im sitting on the desktop. Would getting a better PSU solve this?

My drivers are all up to date and I have found no problems with the wiring, CPU, or GPU so this is the only component that seems like the cause.

Spces:
CPU: I7 4770K
GPU: SAPPHIRE NITRO Radeon R9 390
Motheboard: Lenovo Sharkbay
RAM: 16 GB DDR3
PSU: Thermaltake Smart Series 700W
 
Solution
Look at the label, look at the +12V rail specs and multiply the listed amps by 12. That's your real wattage, questionable companies enjoy stretching these claims.

Your question is too generic and cannot be answered without further info.Please post your complete system specs especially the PSU and the GPU. Finally you shouldn't just look at the output wattage of each PSU. The manufacturer and the component quality of a PSU is far more important.
