PC not performing as well as it should

Hey guys this is my first thread so tell me if I didn't post it in the right category. Anyways, I was wondering why my PC isn't performing as well as it should. On GTA 5 I'm unable to game at at least 40 fps with 1080p at even medium settings and on watchdogs 2 I'm unable to play above 35 fps when in some YouTube videos people are playing well over 40 fps.

Here are my specs:
GA RX460 oc windforce edition 2gb
Athlon x4 880k @4.0 GHz
1tb wd blue 7200 rpm
500w rosewill glacier psu 80+ bronze
8gb ddr3-1600mhz
Asus a68hm-plus mobo

Youtube videos are hardly a place for reliable information, especially considering they would be recording at the same time as well.

Well I mean yeah​ it isn't high end but in some videos on YouTube people have the same config and are able to hit higher frames than me. Like I'm pretty sure the RX 460 shouldn't struggle with 1080p gaming. Btw thanks for the quick reply.
