2 new ram sticks wont work with same exact type of 2 old ram sticks PLEASE HELP

So I just bought 2 new corsair vengeance 16gb (2x8gb) ddr3 1600 ram. I already have 2 ram sticks in my mother board but they are the exact same type as the two I just bought and I only bought a few months ago. For some reason when I try booting with all 4 in I get to the windows logo and it gets stuck there. Sometimes it sits with the spinning wheel but it wont go to my login screen.

I have tried booting with both the new and old ram speratly in all 4 ram slots on my motherboard and they work fine. So i know I do not have fault ram or a faulty ram slot. I have also checked the timing, frequency and voltage and they are set correctly to the specifications of the ram which is 9 9 9 24 timing 1600 frequency and 1.5v. I have also tried reseting the cmos battery several times. Ones from the bios and onces by remobing the battery itself.

What is going on I am going crazy. My motherboard is a gigabyte z68xp-ud3 and the max ram for it should be 32gbs so I should be fine with 4 8 gbs of ram. Can someone please help me out I am going insane and dont know what to do.

So can I just not upgrade to 32gb unless I buy 4 new at investigation? That seems absurd
