16gb of ram wont work

I just built my own computer i put it together and started however it wouldnt post. I pulled on of my 8gb of ram sticks and it worked. My question is, why wouldnt my computer work with all 16 gbs of ram
 
Are the two 8 GB modules from the same kit? Or are they individual modules (not from a kit)?

Maybe one 8 GB module is faulty.

Try booting/running with ONE 8 GB at a time. If both work (separately), then try different memory slots to see if they work. Possibly a slot is faulty.

If slots and each 8 GB module seem to work, then clear CMOS. Install both 8 GB modules and raise DRAM Voltage in BIOS by 0.05 V. Don't exceed 1.65 V if using DDR3 memory, and don't exceed 1.35 V if using DDR4 memory.
