Best Ryzen 5 CPU or Ryzen 3 CPU for A320 Micro ATX Motherboard

I can't really help you unless you answer the questions I asked above.

What's $498? Total budget? Include graphics card? The entire build???
A quick look at Newegg suggests that we barely have any A320 boards out yet, and with stock availability as it is, the ones left are priced similarly to better equipped B350 boards. Ryzen 3 CPUs aren't announced yet, so anything there is based on leaks and speculation.

The "Best" Ryzen 5 CPU is obviously the most expensive one (the 1600x). So as always, getting the "best" thing for you depends on what your priorities are.

We could probably help you more if you take a step back and tell us what you're actually trying to do here...
- what's your budget?
- what's your goal (gaming PC, streaming? video editing?)
- what's your monitor resolution and refresh rate - are you planning a monitor upgrade
- go you already have a graphics card, or is that on the shopping list too

Do you have a monitor already (I asked that and you never answered it). If so, resolution and refresh rate (or model no. if you're not sure).

A few more questions:
Does that $500 need to include an operating system? KB? Mouse?
Do you have any hardware at the moment that you can reuse in a new rig?

It was clearly stated a simple clear request above, but seeing that you only here just to get expert badges (Motherboard, CPU, and AMD) no need your help.
 

You've never answered all of my questions... not once, despite me asking over and over again. How can I help you when you're not giving me the information I need?

Do you have a monitor? What resolution and refresh rate is it -> the reason I ask this is because I can't make a sensible GPU pick without knowing what monitor you have.
Your list of parts doesn't include a PSU. Do you need a power supply? If you already have one, what is it (make/model) If you don't have one I obviously need to know because it affects the budget. If you already have one, I need to know what it is so I can make sure the parts I recommend will run fine and not blow it up.
