Yes a 1080 Ti and i7 7700K would max the game out in 1440p no problem and streaming should also be fine the game isn't extremely CPU intensive. Hope this helps

I have never used OBS so can't comment their but ShadowPlay is among the best recorders/streamers for having minimal performance impact, settings depends on your preference i suppose but if you are live streaming i would go for maybe 1080p 30 FPS recording, if doing a standard gameplay recording to upload later 1440p 30 FPS should be fine (unsure about how stable 60 FPS would record).

A bit sad that I ordered i7-7700k ... I mainly play overwatch and I saw recently that Overwatch gets the same fps at 1440p with ryzen and with i7-7700k. :/
