What cin19 is trying to say is that your power supply might not be supplying enough power to your PC with the addition of the GTX 950.

Your Lenovo h430 pc, when you first purchased it, probably sported a 280Watt power supply at best. A GTX 950 usually requires 90 Watts, delivered through the PCI-e and 6-pin power connector. The rest of the computer likely already requires at least 200Watts of that 280Watt power supply, at full load. That would completely exceed what that power supply is capable of providing, likely leading to your pc not even being able to boot up properly.

It should also be noted that overtime, you can't expect your power supply to still adequately provide your with that 280Watt. It is best to purchase a new PSU, possibly something that is at between 450 to 600 Watts, as PSU's generally are more efficient when requiring to provide around 50% of its rated capacity.

Although....I would be making the assumption that you didn't already upgrade your power supply in the past, making it more than sufficient to handle the GTX 950. If you have already, maybe try plugging in the display to different available ports. Or try re-seating the gpu and try again.

Assuming that Lenovo has a UEFI bios, and assuming you have connected the monitor to the videocard and not the onboard graphics, then I think it's the power supply. That card will require a pci-ex connector from the power supply and I notice you did not mention connecting one in your original post.

In addition, even if your power supply has such a connector and you have connected it, if your power supply isn't powerful enough then the card may not work. You can view your power supply information by opening the case with the computer shut off. On the power supply will be a label. Make and model will be on there as well as the rated power, ie "350W" or similar.
