Yes you can, I have the same processor and GTX 1060, ran on high on 1080p, it averages around 40 and dips a few times. You may expect something higher or lower. Try 1080p since that will reduce bottleneck and configure the settings to your own taste.

Find a used 1156 i7 (Or the Xeon version) cpu. They are really cheap to buy and that would double your cpu speed with twice the cores and threads.

There's nothing wrong with using a Xeon for gaming, assuming it's relatively modern and has a clock speed above 3Ghz.

Xeons are more suitable for servers and workstation, though. That's why I said they aren't great for gaming. You would benefit more using this CPU for work than for gaming.

A Xeon X3440 can be found way cheaper than an i7 860.
But I found nowhere in his post saying he wants to upgrade right now. Since the i3 can run GTA 5 decently why not let it go?

Xeons may be more suitable for servers and workstations but there's nothing wrong with using them in desktops. The only reason why Xeons are more suitable is because they support large amounts of RAM, ECC RAM and generally have lower power consumption, all of which are important considerations for businesses.
A Xeon and an i7 on the same socket with the same clock speed and same amount of threads will perform identically.
