I wanted to reach more than 300fps without dropping below 300 or below 200. Is that possible with i7 3770k paired with a GTX 1070?

Currently have:
i5 3470 CPU
MSI Z77 M-Power Big Bang 1155 Mobo
ASUS GTX 1070 STRIX OC Edition GPU
16gb 4x4 Crucial Ballistix Elite RAM
Cooler Master 750W Gold PSU
Samsung Pro 256GB SSD
500GB HDD
ASUS VG248QE 144hz Gaming Monitor

Not really, You won't see much of an improvement there. Gaming-wise, you'd maybe see 5-10% tops, nowhere near enough to justify replacing it.

But...

If you already have the motherboard & other parts to build a 2nd PC, you could switch over to the Haswell machine for gaming, & just use the Ivy Lake machine (with its integrated graphics) as a media player/network storage/backup system.
I'd say, no.
Upgrading old-gen CPU doesn't worth any money. Especially if you spend more than $100 on it.

But performance wise, I'd say, yes.
Since CS:GO is more CPU intensive.

But if you could afford something better, I'd reccomend you to get i5 7500, decent B250 motherboard, and 8gigs DDR4 of ram.

If you have a good, well spec'd old rig that keep up with current games, then go for it.

What about if I upgrade to a i5 4690? Would that be a big improvement?

1. the 4xxx series CPU doesn't fit on your motherboard simply because the CPU Die format is wrong (your board is LGA1155, and 4xxx series are LGA 1150) which would mean (motherboard, cpu, and possibly use same ram) would the 4590K a better answer to the I7 3770K the cpu/motherboard would run a little faster from the 3rd gen yes.. about 5%

2. the I7-3770K would be a good upgrade, if your willing to look on eBay for one...but they run on average 200+ in price. but you could get lucky..

The I5 is a capable even it age to manage your gaming, yours is paired with plenty of ram and a good video card. and CS:GO does not need all that much to run at full FPS power maker sure v-synch is turned off and it should run plenty fps for you to enjoy. assuming your using the HDMI and not VGA connectors :)

looking at your system, and mind you I have no idea what your budget is at for this, but if your able to pay the price for an I7-3770K, then I would suggest redirecting your monies into something newer (meaning board, cpu and ram) which will mean new install of windows and little annoying things. but if your still willing to go that route then go add a small 120GB SSD on top of it, and make that OS snappy to load.

Uh, yeah... but depending on your resolution, it's probably possible with your current CPU/GPU configuration.

Your machine would be comparable to their "Outstanding" machine, but they note that you only need a "Modest" machine to get 144+ FPS at 1080p or a "Good" machine to hit it at 1440p.

Thanks for all the advice bro! And I know 4xxx is for LGA 1150, I have an extra 1150 mobo just laying around here. That's why I was thinking of just buying an i5 4690. Would be upgrading to 6th gen or 7th gen maybe when I move to the US next year. But for now, I'm wondering if it's worth it to upgrade to an i5 4690 coming from an i5 3470. Scratch the i7 3770k, that's off the list now. Too expensive for an old cpu. :)

Spend money on a newer gen system or stick with your current i5.
An i5 kabylake system will run CS:GO at high FPS. If it paired with your current GPU and 8GB DDR4.
