Good hardware (i think) but not so best performance

My pc is kinda slow while playing the witcher 3.

I have rather a good gpu and processor. The ram is at leats 8 gb.

What do you guys think the problem is?

P.S my gpu is r9 270x and my processor is intel 3770

Edit: i can't even pass 45fps

What resolution are you running Witcher 3 at?

Hmmm, alright. I was curious because cards can only support such a high resolution so I was thinking that maybe you were pushing your card too much. Is it always doing this? Or did it just start fps lagging?

hmm... how should i put it

it start lagging at some point, when i walk at some forest, in the city at the morning and when facing such as big monster

what i guess is, my mobo is an old guy. it doesnt even have a 3.0 usb in it.
