Can my Cpu/Ram effect my gameplay with my build?

ive been using the build ive got now for about a year now and ive seen some serious fps problems in games that would require ram to be fast or responsive. My build is a i5-6500, h110m-A D3, 8gb of ddr3 ram and a zotac 6gb 1060. Right so as you can see im using a ddr3 motherboard with a skylake cpu and skylakes are meant to use ddr4 or the low voltage ddr3. In games like h1z1 you can see the effect my ram has as i will get 10-20 fps in the cities with this cpu but i would get a constant 40 with my old cpu which is a a10 6800k. Same with battlegrounds, i have stutters and horrendous fps in dense areas but my friends with similar setups dont get any where near the fps drop i get when in those areas. As a example my friend with 1070 but basically the same cpu as me gets over 120 fps in h1z1 no matter where they are and i can bearly reach 30 when im outside of cities. Edit: In overwatch it takes about 10-20 seconds for models to also load in the game after i have joined one and i know this is a ram issue as when i toke out a stick it did the same thing but toke much longer to load in the models.

Question: Can this be because the motherboard is slowing down my ram and making it low performing to protect the cpu?

Solution
I'm surprised it works at all. But yes, definitely your motherboard is undervolting ram so it is not frying CPU. This can make the ram to work in somewhat unpredictable manner, not to mention that DDR4 is faster then DDR3 by default.
However, note that there's quite big difference between 1070 and 1060 GPU - even if your friend has the same CPU, better GPU will give him big FPS advantage even if your rig would work flawlessly.

I know i wouldnt get the same performance as him with my 1060 but i think we both know i wouldnt get 1/4 or 1/5 of the fps he gets. Do you think i should just dish out for a new motherboard and ram them?

I think you should forget about the motherboard for now and just get a DDR4 kit ASAP to save your CPU from failing

i have to get a new motherboard for the new ram

what makes you think that? SAkylake CPU's were never designed to be used with normal DDR3 ram at least get a DDR3L kit if your're not sure what your motherboard supports

no i got the h110m-a D3 motheboard, this is a ddr3 only motherboard for skylake cpus, so i need to get a new one

that is one weird motherboard, r asus has some kind of trick with it cause an I5 6500 is not designed to work with that type of ram.

http://ark.intel.com/products/88184/Intel-Core-i5-6500-Processor-6M-Cache-up-to-3_60-GHz

but any mobo with a H170/H270 chip set will give you good performance

Assuming your machine works fine aside from this problem and you have all drivers installed and up to date etc - I see no other way for you. Plus even if your machine works now, I would be afraid that in long term using memory type not supported by CPU is going to have adverse effect on longevity of both CPU and motherboard. However, as I am not so quick with spending money, I would first ask Asus customer support about your configuration - maybe they know how to set up ram settings in BIOS that could help you.

The big issue is CPU and RAM pairing. Skylake desktop chips require DDR4. Not only is DDR4 designed to run at faster speeds, but the bus on Skylake chips are designed to communicate exclusively with DDR4 controllers. You are essentially putting two parts in your machine that communicate with each other. If you get some DDR4 RAM, I can guarantee that it will solve your problems.

i hope you are right because i just bought 8gb of ddr4 and the new mobo on amazon and ill let you know if it worked by saturday so if anyone else has the problem i have they will know exactly what to do

Make sure you do come back and share - there are not too many DDR3/SkyLake builds around so any personal experience with it would be invaluable to any followers on the forum.

Installed the 8GB DDR4 ram and the new motherboard for the ram and i can safetly say that it was the ddr3 ram which was bottlenecking my pc. Some examples of now and then, i can now play videos on more than one monitor without the browser crashing. Minecraft (as a example i dont really play it) now has no stutters when loading the world and has no lag when generating land as i played. PlayerUnkown battleground now gets no frame drops no matter where i am and although i havent changed the settings yet in the game so it was capped at 60 but i can tell if i were to uncap it i would get more than 60 in cities aswell. So as a staple for using ddr3 with a skylake cpu, just dont do it, i wasted £60 on the d3 motherboard where i could of just saved till i could of used ddr4, and because ddr3 is not meant to be used with skylake it gets bottlenecked by the motherboard to protect the cpu from damage and this makes games that use ram run horribly.
