Can Asus P8 H61-M LX R2.0 run this GPU Gtx 1060?
Cpu Specs - i5-3570 non k
ram - 16 Gb ddr3 (8Gb x 2)
Is this enough for max setting in witcher 3 with res of 1600x900?
can this setup run smoothly around average 60 fps?

There should be no problem running any PCIe x16 card in that board. The GTX 1060 will be fine. There are two 1060s, the 3GB model and the 6GB. Which is yours?
Actually, it doesn't matter. Either one should give you 60 fps + @ 900p. I don't have the game, myself, but this video by Digital Foundry shows Witcher3 @ max settings starting at about 11:00:

Granted, they are using a newer i7 instead of your Ivy Bridge i5. But I don't believe the CPU will make that much difference.
