FPS Issues with FX 6300

Hi, here are my specs
FX-6300 GTX 1050 TI Gigabyte AM3+ AMD 970 motherboard 8 GB ram 1 TB HDD Stock cpu cooler
I've been having problems in many games, overwatch being one. If i put my settings to low, i get upwards of 150 fps in the menus, but only around 60-80 in game. I'm pretty sure it's a CPU issue, because my cpu usage is always at ~95-100%, while my gpu usage is around 50%. I've tried playing on max settings, and my gpu usage gets up to around 80%, but my fps stays the same in game. It drops to around 90 in the menus. Not to mention the frequent drops to 30 fps for a few seconds. My gpu temp is always around 70%, and my 1050 ti in general doesn't seem to be the problem. My cpu idles at about 30 degrees celsius, and around 45 under load. According to other videos with my same setup, I should be achieving a steady 80-90 frames at least. https://www.youtube.com/watch?v=P9I1aRr5Cb8 Lastly, my ram usage is always around 4500, which doesn't seem to be an issue. I've tried closing out of all other applications, settings overwatch to high priority, and messing with all the video settings. I can't get rid of the drops to 30 fps and the low fps in general when in a 12 man game.
Not sure what to do anymore, and I'll take any suggestions. Thanks.

Hi There. I think you are running into a CPU bottleneck from your description. First thing is to make sure your CPU is running as fast as it can and doesn't throttle, so check your temperatures when you play. The cheapest way to squeeze more fps out of your setup would be to upgrade that CPU cooler and overclock your CPU some.

I've tried overclocking my cpu to about 3.9 ghz, however when I overclock to anything above 3.5, my pc doesn't handle it well. When i press the power button, it turns on for a few seconds, then shuts off for a few, then turns back on and stays on. I also don't get any fps benefits from overclocking to 3.9 ghz, and my temps stay about the same.

Can you check your temps while gaming? I think if you OC you need to increase the voltage, and when you start gaming it ends up throttling, hence it goes back to a low clock speed and you get no gains.

According to msi afterburner, my cpu never goes above 45 degrees celsius at 3.9 ghz. In a custom game with no players i get around 150 fps, but when it comes to a competetive match with 11 other players i get 60-70 fps on any settings.
