Build:
CPU: i5-7600K

RAM: Kingston Technology HyperX FURY 2666MHz DDR4 Non-ECC CL15 DIMM 8GB DDR4 2400 MT/s (PC4-19200) HX426C15FBK2/8
Wifi: ASUS Dual-Band Wireless-AC1900 PCI-E Adapter (PCE-AC68)
GPU: EVGA Geforce GTX 1070 Superclocked
I got a computer from a friend that was underperforming; I was playing league of legends and couldn't maintain more than 40fps, sometimes dropping as low as 10FPS, so I decided to rebuild it. I replaced everything except the storage and PSU and i was having the same exact performance issues until i used the "game boost" OC feature of my MSI board (Bumps CPU up to 4.5). While this is turned on i get around 200 FPS in league of legends. My cousin just built a computer with the same GPU, an ASUS MB, an i3, and the same amount of RAM and his is running at 120FPS (also over wifi) without any OC or tweaking. I can't figure out why i have to OC my CPU to get any performance out of my computer. Unless I'm missing something, my computer should run faster than the one my cousin built with everything at the stock clock.
Any ideas as to why it underperforms when not overcklocked, and how the issue carried over with what is basically a new build would be appreciated.
