For your PC upgrade, this would do nice:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-3470 3.2GHz Quad-Core Processor ($190.44 @ Amazon)
Video Card: MSI GeForce GTX 1050 Ti 4GB Video Card ($139.99 @ Amazon)
Power Supply: SeaSonic 520W 80+ Bronze Certified Fully-Modular ATX Power Supply ($56.99 @ SuperBiiz)

Few words.

i5 CPU comes with 4 cores and will boost your gaming performance considerably,

Since brand new CPU will cost you quite a bit, i suggest you get used CPU with much less price,
ebay: http://www.ebay.com/p/Intel-Core-i5-3470-3-2GHz-Quad-Core-BX80637I53470-Processor/115945089

For GPU, GTX 1050 Ti would be better than GTX 960 since it's newer. With GTX 1050 Ti, you're looking medium settings @ 1080p with 60 FPS.

Since i5 CPU and dedicated GPU draw more power, your stock 350W PSU may not be enough. Here, a PSU upgrade would be wise choice. Put in good quality Seasonic unit that is fully modular to ease the cable management. PSU is powerful enough to even power GTX 1070 if you go with it one day. (My Haswell build is also powered by M12II EVO series PSU, full specs in my sig.)

If you go for used CPU and brand new GPU and PSU, you'll be well within your $300 budget limit.
