IDE Cables on a SATA Motherboard?

I just installed a new motherboard, but I couldn't connect the ribbon-y IDE cable to the motherboard because it's an SATA only motherboard. I know you can get an adapter for this, but I want to know if this effects the running of the computer, because ever since installing my new parts, (CPU, Heat Sink, Motherboard, and RAM), I cannot get past Windows beginning to boot. I cannot install Windows again either. BIOS does work. So basically, could having an unattached IDE cable effect the running of my PC? Is it necessary to have it? Thanks.

Much better, faster, and more reliable to purchase a current SATA drive, rather than to try to use an old, small, slow IDE drive.

What do you mean by "I cannot install Windows again either."?
Is this only in relation to this IDE drive?

I tried to reinstall Windows, but it froze on the language select screen. I could not see my mouse nor was there any sign of it being there, and the keyboard wouldn't work either. So I had to force reboot.

Is this on the old IDE drive?

Yes, and the copy of Windows is on a USB.
