Computer turns on for one second, then off, then back on again

I have had this problem for a while now, and I'm not sure what to do. When I boot up my PC, it turns on for about 1 second, turns off, then back on. After this, I'm met with the "ASUS Anti-Surge" message that I'm sure some of you are familiar with. For me to continue using my PC normally, I have to press F1 which redirects me to the BIOS, and then press F8 and Enter to select my hard drive. This leads me to believe that the problem is in the power supply, which is a Corsair VS550, but I'm not sure how to confirm this. I've reset the CMOS but that had no effect. Some threads on other websites say that I should update my BIOS, and some say that I should just disable the anti-surge detector, which I'm afraid will result in my system being at risk.
How do I find my problem?
