Old PC running extremely slow

I am curious as to why my pc is running very slow. I've recently turned on my old pc again since my laptop was sent for servicing and i've noticed a really bad performance drop i've been having compared to my last time turning my pc on which is a year ago. Here are the following specs:

NOTE: These parts are around 7 years old

i7 920 2.6GHz (8 cores) - with stock cooling fan
MSI X58 Pro-E Motherboard
Kingston Hyper X Triple Channelling RAM (2GB x 3 kit)
Kingston Value RAM (2GB x 3 units)
Corsair 750W PSU
1x 1TB WD Green HDD (OS Installed here)
2x 1.5TB WD Green HDD
XFX nVidia GeForce GTX260
ASUS N-10 Nano USB WiFi Adapter
Coolermaster CM690 Mid-tower casing

Is there any methods i can do to check for possible hardware failures or improvements i can do for my old machine? I've already cleaned out the dust from the components so I'm pretty much doubting the condition of the hardware i'm using at this point. So far from what I've noticed is that some of the USB ports fail to pipe in power to the devices that i've plugged them into (mouse, keyboard, etc)

It's likely slow due to the HDDs on there in lieu of an SSD. Given that you haven't used it, you're probably used to having a laptop that has an SSD to boot off of and run your basic programs instead of the HDD. You could defrag all of your HDDs and see if that helps at all.

But, if that isn't what you mean, what do you mean by "running very slow"?

>running very slow as in, on certain occasions it just stutters, i've tested it by playing all the old games that i had, like Counter Strike 1.6, and Warcraft 3 TFT. It stutters a lot on random intervals. I tried running chrome with 2 tabs (fb messenger and downloads) and discord both at once, it's lagging quite a bit from that already. Another test i did was with minimal settings on Call of Duty 4 MP, i could barely even get 10fps in, compared to running it around 5 years ago which still easily hits 60fps.

Aside from that, i've also tested the memory using windows 7's diagnostic tool, and so far i can confirm that all 6 of my ram sticks are working fine, they're barely breaking a sweat from what i've been testing on. Simple file transfers does lag the computer down quite a bit too, i've tested this with 3 parallel file transfers between the HDDs, around 40gb each. The PC could not do anything else without having the "not responding" tag popping up on every other window
