Solution
CPU is kinda ok, but i recommend you to upgrade your GPU if you want to play on 1080p, For Price 200-300 $ would be GTX 1060 Videocard , Pretty good for both games.

Here's some comparison of GPU's that i recommend (games on high settings and 1080p) : https://www.youtube.com/watch?v=Wp55GZHf3jY

And i3-7100 is really good for price and performance, Here's comparison i3-6100 ( PERFORMANCE SIMILAR to i3-7100)-- with 200$ CPU i5-4460 : https://www.youtube.com/watch?v=n4zL4HD6xrM&t=80s ( GTA V - 1:20 sec )

Almost definitely not. At 1080p you could possibly run it at medium with good FPS and rare lag spikes. But with that GPU and CPU, there is no chance you'd be able to play it at high settings.

On 1080p you'd probably get 30-40 FPS but on 720p you'd get a very nice 50-60 FPS. However, for both resolutions, I predict you'll get very rare lag spikes. But it's quite playable if you ask me, on that GPU and CPU at medium settings with those resolutions. I'd go for medium settings on 720p because FPS is everything.
