Weird performance issues that boggle my mind (GTX 1070 Gaming X, I7 7700k...)

Hi guys. I've been having some frustrating performance issues while gaming that nobody has been able to help me with. I hope that someone here can. I'll list the two major issues with two games below:

Ryse: Son of Rome (Legendary Edition) - Instead of writing a novel about the fps drops, I'll just show you instead what kind of issues happen when Geforce Experience Recording is on and when it's turned off, it's quite confusing:

Problem No. 1 - Drastic differences when Shadowplay is on and when it's off, that is, it runs like it should when it's on and terribly when it's off. Shouldn't it be the other way around? The difference between one state and the other is that CPU and GPU usage is drastically lower when Shadowplay is off, it never crosses 50% while when it's on it rarely drops bellow 50%. So why is it so low and could it be what's causing such strange performance?

Problem No. 2 - Even when GE Recording is on, the game stutters at certain moments and as far as I've been able to figure out the stuttering is paralleled with spiking disk usage in task manager. Since I have a similar problem with GTA V I'll talk about it in depth down below.

GTA V - In the video below you'll see a game starting to run beautifully and after 19 minutes of gameplay (the video itself is 3 minutes long) it will be unplayable:

Same as Ryse's 2nd problem stuttering seems to follow spikes in disk usage. This is what it looks like when the game starts to stutter:

It's worth noting that this has started to happen recently, seeing how I already beat the main story and didn't experience these kinds of stuttering issues.

I'm not sure that it's necessarily the HDD's fault since HD Tune Pro and the BurnIn test suggest that there's nothing wrong with my hard drive. When it comes to the UserBenchmark score at the top, the score for the HDD varies a lot, sometimes it's running as expected and sometimes it's not, like you see in the picture.

Does anyone know what's behind these issues?

I play at 1080p. Yep. Nothing else is running except for background processes.
Yes, but the lack of a SSD isn't causing the problem seeing how I completed the main story in GTA V before these issues started to happen.
