I have 16.0GB Dual-Channel Unknown @ 2300MHz (16-15-15-35)
And for some reason It says it is running at 1063MHz I have the XMP enabled so im not sure why its doing this.

Solution
You could take out the 8gb stick yes, that with XMP enabed should make the rest work at their rated speed.

For adding voltage, again yes->to the Vram. Don't go over 1.35V.

Can/will you do the next so i know what parts used?

download hwinfo32,
install and open it=click run,
close the top window which is the system summary,
at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons

Since ddr ram do you need to double the speed which makes it run at 2126mhz. Still lower than it should be able to,but you mixed ram which can give issues and maybe this is the most stable the bios can make it work.

Maybe with some extra voltage those modues will run 2400mhz.The above is a weird nr though,is the bclk set at 100?
Also, look what the current voltage is on which the ram is running. Can be found in the bios/uefi as well.

yeah thats what I am seeing and I should add more voltage to the memory or take out the 8gb stick maybe?
